One of the major challenges introducing a new system and technology is to identify problems in time and to take the according measures. The initial introduction of ETCS (European Train Control System) Level 2, implemented on newly-built and existing tracks in Austria, took place in the context of a very ambitious, company-wide organised programme. The support of an external system integrator and programme manager, independent of the supply industry, has helped OBB, the Austrian railway company, to take ETCS Level 2 in operation on time, meeting the required safety obligations.
team‘s methodical approach is supported by the application of integrated tools for scheduling and tracking, by controlling based on earned value analysis, by risk management and configuration management techniques. Together with the OBB and the involved industry partners the approach is established as a shared work and knowledge base. The so called “big picture” was developed by team in order to improve the conventional traffic light system and is successfully used for the early detection of problems.
